Αξιοπρεπής και προσιτή στέγαση για όλες και όλους:

Ανοιχτό κάλεσμα για την εκπόνηση σχεδίου με την κοινωνία για την κοινωνία

Απέναντι στην επιδείνωση της στεγαστικής κρίσης στην Ελλάδα και ιδίως στις μεγάλες πόλεις όπως η Αθήνα, ο ΣΥΡΙΖΑ – Π.Σ. Α’ Αθήνας είναι ενεργά παρών στο πλευρό της κοινωνίας και δεσμεύεται να καταθέσει άμεσα συγκεκριμένες προτάσεις.

Προχωράει λοιπόν σε έναν συντονισμό εμπειρογνωμόνων, κοινωνικών φορέων, σε συνεργασία με τους αρμοδίους ευρωβουλευτές και βουλευτές του ΣΥΡΙΖΑ – Π.Σ. και την τοπική αυτοδιοίκηση, για την εκπόνηση συγκεκριμένου, ρεαλιστικού και άμεσα εφαρμόσιμου σχεδίου που θα απαντάει στις ανάγκες της κοινωνίας. Ως Νομαρχιακή Επιτροπή Α’ Αθήνας καταθέσαμε κεφάλαιο για το δικαίωμα στη στέγη στην Πανελλαδική Προγραμματική Συνδιάσκεψη του ΣΥΡΙΖΑ – Π.Σ., το οποίο και ενσωματώθηκε στο Πρόγραμμα του κόμματος.

Η πολιτική παρέμβαση του ΣΥΡΙΖΑ-Π.Σ. δεν περιορίζεται στην καταγγελία της στεγαστικής κρίσης που έχει επιδεινωθεί από τις αντιλαϊκές πολιτικές της κυβέρνησης Μητσοτάκη. Έχει ως άμεσο στόχο την πραγματική κατοχύρωση του δικαιώματος στην στέγαση, όπως αυτό ορίζεται άλλωστε και στο Διεθνές Σύμφωνο για τα οικονομικά, κοινωνικά και μορφωτικά δικαιώματα αλλά και στις αρχές του Ευρωπαϊκού Πυλώνα Κοινωνικών Δικαιωμάτων.

Το Ευρωπαϊκό Κοινοβούλιο, με το ψήφισμα της 21ης Ιανουαρίου 2021 σχετικά με την πρόσβαση σε αξιοπρεπή και οικονομικά προσιτή στέγαση για όλους, έκανε ένα σημαντικό βήμα. Στο πλαίσιο αυτό, η Ελλάδα δεν μπορεί να είναι για ακόμη μια φορά ουραγός της Ευρώπης. Είναι αναγκαίο να υπάρξει ένα ολοκληρωμένο σχέδιο και μια αποτελεσματική χρήση των κονδυλίων για τη χρηματοδότηση στεγαστικών πολιτικών στη στέγαση ξεκινώντας από το Ταμείο Ανάκαμψης και Ανθεκτικότητας. Είναι μια ευκαιρία να στηριχθεί η κοινωνία και οι άνθρωποι που έχουν ήδη πληγεί σοβαρά από μια μακρόχρονη οικονομική και ανθρωπιστική κρίση.

Για τους στόχους αυτούς ενεργοποιήσαμε τα παρακάτω:

– Παρατηρητήριο διαχείρισης των εθνικών και ευρωπαϊκών κονδυλίων για την κοινωνική στέγαση, ξεκινώντας από το Εθνικό Σχέδιο Ανάκαμψης και Ανθεκτικότητας, για το οποίο έχει ήδη κατατεθεί σχετική παρέμβαση στη Βουλή.

– Παρατηρητήριο για τις συνθήκες στέγασης στις γειτονιές και στην ψηφιακή αγορά ακινήτων μέσω των μέσων κοινωνικής δικτύωσης.

– Δικτύωση με φορείς και κινήματα στην Ευρώπη που ασχολούνται με την στεγαστική κρίση.

Καλούμε πολίτες και φορείς να ενώσουμε όχι μόνο τις φωνές αλλά και τις γνώσεις και εμπειρίες μας. Τους καλούμε να συμβάλουν με όποιον τρόπο μπορούν στην εκπόνηση ενός σχεδίου από την κοινωνία για την κοινωνία. Ενός σχεδίου άμεσα εφαρμόσιμων πολιτικών για την αντιμετώπιση της στεγαστικής κρίσης.

Συμμετέχουμε, την Παρασκευή 10 Δεκεμβρίου στις 17:00 (ώρα Ελλάδος), στο ευρωπαϊκό συνέδριο «ΕΕ: Πόλεις, πλατφόρμες, κάτοικοι, κανόνες και δικαιώματα» που διοργανώνει το International Alliance of Inhabitants (IAI) σχετικά με το θέμα των βραχυπρόθεσμων μισθώσεων, το φαινόμενο των ψηφιακών πλατφορμών (AirBnb) και οι επιπτώσεις στην τοπική οικονομία και στο στεγαστικό ζήτημα. Για το θέμα αυτό η Ευρωπαϊκή Ένωση επεξεργάζεται ρυθμίσεις για τις οποίες θα καταθέσουμε τη δική μας πρόταση.

EU: Cities, platforms, inhabitants, rules and rights

• The touristification of cities, is one of the primary objectives of urban development that extracts income from land, making the conditions of  access to housing, increasingly unaffordable and precarious, for their inhabitants faced with the constraint of being evicted, and competing with  a rental market  more and more dominated by short-term contracts,  justified not only by tourism, but also by the precariousness and mobility of jobs and students.

• In many cities, behind the illusion of a “sharing economy”, an unnatural alliance is being strengthened between owner residents — co-opted by necessity or turned into lucky speculators by their new quality of “tourist city owners”–, and the tourism multinationals whose sole purpose is higher profit regardless it that undermines the rights to housing and to the the city of the great majority of local residents. 

• To defend residenciality and tackle this modern form of rent extractivism that violates human rights, many committees, coordinations and campaigns have sprung up all over Europe.

• The International Alliance of Inhabitants organized the session of the International Tribunal on Evictions on Tourism, judging, among others, the case of the island of Pellestrina, Venice, where residents can no longer find houses for rent because they are monopolized by real estate agencies and tourism platforms such as Airbnb.

• Some progressive local authorities, including Barcelona and Paris, have promoted regulatory measures for short term rental markets, but most are not taking any action.

• The European Court of Justice also has ruled on this issue: in its judgment of 20/09/2020, Cali Apartments SCI (C-724/18) HX (C-727/18) case, found that such regulation is an instrument that complies with EU law and that tackling the shortage of long-term rental housing constitutes an overriding reason of general interest that justifies it.

• Following the mobilisation of several networks, including the European Citizens’ Initiative «Housing for All», the European Parliament voted on 21/01/2021 the Resolution on access to decent and affordable housing for all (2019/2187(INI)), a historic turning point for the EU on the issue. This Resolution, concerned about the negative impact of tourist rentals, rent increase, seizing of housing from residents, emptying of historical centres, worsening of liveability, has recalled the above mentioned sentence of the European Court of Justice, and asked the European Commission to regulate short-term contracts. Moreover, the Resolution reminded the Commission and the Member States that failure to regulate the real estate market and the financial players on that market in order to secure access to affordable and adequate housing for all, would result in the non-fulfilment of their obligations regarding the right to housing.

• At last, the European Commission has launched the legislative process Tourism services – initiative on short-term rentals Ares (2021)5673365 which should lead to the adoption of a European regulation by the first quarter of 2022. 

The Commission has circulated an INCEPTION IMPACT ASSESSMENT , asking European citizens and various stakeholders, including social organisations, networks, local authorities, to send comments and proposals to the Commission by 13/12/2021.

• This INCEPTION IMPACT ASSESSMENT, based on the neo-liberal conception of the European Union, does not take into account the human rights approach underlined by the social mobilizations, the actions of the progressive local authorities and the European Parliament Resolution of 21/01/2021as well.

• Also, as the proposal is oriented to remove the so-called “administrative burden” resulting from local regulation, it may constitute a new threat to local democracy, imposing general rules that might make it impossible for cities and small towns to implement adequate solutions to their specific problems and needs, and to their own residents’ choice.  

• Participation in the open conference on 10/12/2021 is therefore very important to sharing of  information between social organisations, networks, experts and progressive local authorities for a successful convergence and joint local-European mobilisation with the ability to shift this new regulation towards citizen’s protection and their human rights.
